It's always tricky when a party is themed. It's especially tricky when said party isn't round your mate's flat on a Saturday night, but one of the year's most-publicised social highlights like, for instance, the Met Ball.
Brit model Cara Delevingne nailed it too, also in Burberry (who knew the heritage label had such a naughty side?). To be honest we fully expected to see Cara in a Fendi faux-hawk, safe in the knowledge that she doesn't give two hoots when it comes to looking OTT. But no, she was resplendent in a studded, slashed-to-the-belly-button dress. Super-smoky eyes, lashings of silver jewellery and hair that was just the right side of slick bizarrely made last night Cara's most sophisticated public appearance yet. Anne Hathaway's vintage Valentino was a pleasant surprise, too. Daringly sheer, the newly-peroxide star made up for her Oscars fashion blooper. Nicole Ritchie nailed it too in a look that was almost so wrong it was right - who else could pull off white-painted hair?

Props must also go to Jessica Biel's nose ring, Cary Mulligan's oversized safety pin, Diane Kruger's pink-dipped pony and spiked clutch, Alexa's grungy Erdem number and Rooney Mara's zipped Givenchy and almost-black lips.
To the bad: Hello, Madonna! Read more about that one here. Joining her in the ranks of wrong was the event's honorary chair, Beyoncé. We're struggling to see what about this ensemble is Punk. She looks like she's being engulfed by flames from the ground up which is, err, 'edgy', but her minimal make-up and beach-tousled hair are just everyday Bey, which is about as far away from Punk as you can get. Meanwhile Elle Fanning looked plain terrified, or maybe she had been hypnotised by the tie-dye on her dress, and Karlie Kloss managed to make Louis Vuitton look like Monsoon, quite a feat. Kim Kardashian meanwhile gave us a couture morph suit.

Now, the third and final category: those who point blank refused to join in, aka too cool for childish themes. Enter Anna Wintour, who despite organising the event, went nowhere near Punk in her floral Chanel gown. We like to imagine that she let out an evil cackle as she saw Madonna and co tottering in. Likewise, Solange Knowles looked more disco diva than Nancy Spungen, Kylie Minogue clearly didn't get the memo and came dressed for an actual old-school ball and Gwyneth Paltrow, who was probably a bit too tired to make the effort following weeks of talking about being beautiful, seemed to think pink = Punk.

In a category all of her own was Sarah Jessica Parker, who was the one person to go out-and-out knicker-flashing Punk and pull it off spectacularly thanks to her Giles creation and Philip Treacy mowhawk.

So we suggest that unless you can pull off an SJP, which is unlikely unless you have Giles Deacon and Philip Treacy on speed dial, keep it simple, take Sienna and friends lead and pepper your look with Punk, don't overdose on it.

Makachero wa FBI kutoka Marekani wamewasili nchini Tanzania kusaidia katika upelelezi wa shambulizi la bomu lililotekelezwa katika kanisa katoliki mjini Arusha siku ya jumapili.
Mwandishi wa BBC Baruan Muhuza akiwa mjini Arusha anasema makachero hao wa FBI wako Tanzania kusaidiana na Jeshi la wananchi wa Tanzania na Polisi kutafuta undani wa tukio hili ambalo limeishtua na kuiweka serikali ya Tanzania katika wakati mgumu.
Baruan Muhuza anaongezea hali inaonekana kuwa ngumu zaidi hasa kutokana na aina ya matukio ambayo yamekuwa yakitokea katika siku za hivi karibuni yakihusisha viongozi wa dini ambapo wengi ya wanaodhurika huwa ni wa imani ya kikristo.
Wakati huo huo wakuu wa serikali wakishirikiana na viongozi wa kidini wameandaa mkutano utakaojumuisha viongozi wapatao 200.
Mkuu wa mkoa wa Dar es Salaam Said Meck Sadiq amewaambia wanahabari kuwa wamelazimika kuandaa mkutano huo wa siku mbili kufuatia agizo la Rais Jakaya Kikwete.
Mkutano huo utajadili uhusiano bora baina ya wakrito na waislamu.

AIBU: MWANAUME AFUMANIWA NA MKE WA MTU GESTI AKIWA UCHI WA MNYAMA


Habari kamili zilizonaswa  na  waandishi  wetu  ni kwamba mwanaume aliyetajwa kwa jina la Baba Asha alidai kumfumania rafiki yake wa karibu, Baba Tony akiwa gesti na mkewe (jina linahifadhiwa), tayari kwa kuvunja naye amri ya sita. 
 
Tukio hilo la aibu ya milenia lilijiri katika nyumba ya kulala wageni ya Pumzika iliyopo maeneo ya Msimbazi Center, jijini Dar ambapo mara baada ya kumtia mikononi ‘mwizi’ wake ambaye mbali na urafiki pia ni majirani, ndipo akamchakaza sura vibaya na kumsababishia kuvuja damu.
 
Habari za kina zilidai kuwa mke wa Baba Asha alikuwa bafuni akioga, mara ukaingia ujumbe mfupi ‘sms’ kwenye simu yake ya kiganjani, ndipo mumewe akachukua kilongalonga hicho na kuufungua ujumbe huo.
 
Ilidaiwa kuwa mume alitaharuki kukutana na ujumbe uliokuwa ukimtaka mkewe kwenda Pumzika Guest House kukutana na jamaa huyo.
 
Iliendelea kudaiwa kuwa Baba Asha hakuyaamini macho yake, akausoma tena ule ujumbe na ndipo akagundua sms nyingine nyingi, vocha na fedha za mtandao alizokuwa akitumiwa mke wake kutoka kwa Baba Tony.
 
Chanzo kilidadavua kuwa baada ya kugundua mchezo mzima, Baba Asha akatulia na kumsubiri mkewe atoke bafuni ili kuliweka sawa suala hilo.
Ilifahamika kuwa mke aliporudi kutoka kuoga, mume hakuonesha dalili zozote, alichokifanya ni kumwita mkewe na kumwambia kuwa achague moja, kufungasha kilicho chake, aondoke nyumbani kwake au amwekee jamaa mtego anaswe ili ajue mke wa mtu ni sumu.
Jibu lilikuwa rahisi kwani alikubali kuweka mtego ili amnase mbaya wake ndipo atamsamehe.

Ilifahamika kuwa ilipita wiki moja kimyakimya kwani mara ya kwanza Baba Tony alichezwa na machale, alipofika kwenye gesti hiyo na kumwona mtu anayemfahamu, alimwambia yule mwanamke waahirishe.

Habari za uhakika ni kwamba wiki iliyopita, Baba Tony aliingia kwenye kumi nane, akajaa mzimamzima kwenye mtego wa fumanizi uliowekwa na Baba Asha na mkewe.

Mara baada ya kuona mwanaume mmoja (Baba Asha) akiwa na askari kwenye gesti hiyo akihaha, king’ora kililia kwenye akili ya mwandishi wetu ambaye hakufanya makosa, akamfuata mfumaniaji kwa nyuma hadi aliporuhusiwa kumfuata mkewe chumbani.

Chumbani mtiti ulikuwa mkubwa ambapo Baba Tony alikutwa kama alivyozaliwa huku mke wa mtu akiwa bado hajavua na ndipo mtiti ukaanza.
 Katika purukushani, Baba Asha alimpa kibano ‘mwizi’ wake hadi akamchana usoni na kumng’oa meno ya mbele, jambo lililosababisha kutokwa na damu nyingi.

Kama hiyo haitoshi, ili kuthibitisha kuwa mke wa mtu ni sumu, Baba Asha alimchoma jamaa huyo bisibisi kwenye makalio hadi askari alipoingilia kati na kumchukua mtuhumiwa kisha akamtoa nje.
Wakiwa nje ya gesti hiyo, Baba Tony aliomba kujisafisha damu na baada ya hapo alipigwa pingu tayari kwa kupelekwa Kituo cha Polisi, Pangani, Ilala...

Waziri Mkuu wa Uingereza David Cameron ameandaa mkutano wa kimataifa jijini London utakaojadili njia za kuisaidia Somalia kumaliza zaidi ya miongo miwili ya machafuko.
Mkutano huo utajikita zaidi katika masuala ya kujenga upya vikosi vya ulinzi na kukabiliana na ubakaji ambalo ni suala linalooonekana kama mwiko.
Somalia inatafsiriwa kama taifa lililoshindwa, lililokumbwa na vuguvugu la wanamgambo wa Kiislamu, uharamia na ukame tangu mwaka 2010 hadi 2012.
Takriban watu saba waliuawa katika mlipuko wa bomu kwenye gari uliotokea katika mji mkuu Mogadishu siku ya Jumapili. Kundi la Al – Shabab ambalo lina mafungamano na Al – Qaeda linadai kuhusika na shambulio hilo.
Mkutano huo ambao utakua chini ya uenyekiti wa Bw. Cameron na rais wa Somalia Hassan Sheikh Mahamoud unafuatia mkutano kama huo uliofanyika London na jijini Istanbul nchini uturuki mwaka jana, huku wasiwasi ukiongezeka katika jumuiya ya kimataifa kwamba Somalia imegeuka hifadhi ya wanamgambo wenye mahusiano na al Qaeda.
“Ninamatumaini kwamba, wote tunaweza kuafikiana kuhusu mpango wa usalama wa muda mrefu, ambao utamaliza vitisho vya Al Shabab moja kwa moja,” alisema Bw. Cameron.
“Pia ninamatumaini tutaboresha uwazi na uwajibikaji ili watu wafahamu wapi rasilimali zinakwenda. Pia tunahitaji kuendelea na mchakato wa kulijenga taifa la Somalia, ikiwemo mikoa yote ya Somalia na nchi jirani hali kadhalika.”
Mchambuzi wa masuala ya Somalia wa BBC, Mary Harper anasema, kumekuwa na mabadiliko ya ghafla nchini humo katika kipindi cha mwaka mmoja uliopita.
Kuna serikali mpya, ya kwanza katika kipindi cha zaidi ya miongo miwili kutambuliwa na Marekani, Shirika la Fedha la Kimataifa (IMF) na wadau wengine muhimu, anasema.

Al – Shabab imepoteza udhibiti wa miji muhimu, mashambulizi ya maharamia nje ya pwani ya Somalia yamepungua sana pamoja na ukame, ambao Umoja wa Mataifa unakadiria kwamba, ulisababisha vifo vya takriban watu 260,000 sasa umemalizika.
Hata hivyo, changamoto kubwa zimebakia, ambapo Al – Shabab bado wana uwezo wa kushambulia na serikali inategemea askari wapatao 18,000 tu wa Umoja wa Afrika (AU), kwa ajili ya kulinda usalama.
Somalia pia imegawanyika katika maeneo madogo ya mikoa inayojitawala, mingi ikiwa haipatani na serikali kuu.
Mkoa uliojitenga wa Somaliland na mkoa wenye mamlaka ya kati wa Puntland wamesema hawatahudhuria mkutano huo.
Mkutano utajadili suala ambalo mpaka hivi karibuni lilionekana kuwa mwiko nchini Somalia – ubakaji hasa kwa wanawake wanaoishi kwenye makambi ya watu wasiokua na makazi .
Mfanyakazi wa Kisomali wa shirika la msaada, Ali Adan ameiambia BBC kuwa, uamuzi wa kujadili suala hilo kwenye mkutano ni hatua kubwa .
“Unyanyasaji kingono ni jambo ambalo lilikuwa halizungumziwi nchini Somalia,” anasema.
Jumuiya ya Kimataifa yenyewe imeona umuhimu wa kujadili suala hilo haraka iwezekanavyo kwa sababu limekithiri.

Wajumbe kutoka zaidi ya nchi 50 na mashirika mbalimbali wanatarajiwa kuhudhuria mkutano huo.
Jumatatu nchi ya Qatar ilisema shambulio la bomu la Jumapili mjini Mogadishu liliwalenga maafisa wake, limearifu Shirika Rasmi la Habari la Qatar, QNA.
Maafisa hao wanne walikuwa wakisafiri kwa kutumia gari la kijeshi la serikali ya Somali wakati msafara wao uliposhambuliwa. Hakuna raia wa Qatar aliyejeruhiwa.
Hata hivyo, watu wengine 10 walijeruhiwa katika shambulio hilo, kwa mujibu wa mwandishi wa BBC mjini Mogadishu.

Jacqueline Wolper: Mwanzo nilikuwa nakaa ,Mbezi beach, kwenye apartment ya kama USD 1500 kwa mwezi, na nilikuwa nakaa mwenyewe, na kama unavyojua huwa nawalea wadogo zangu na muda huo walikuwa wapo chuo. Ila walipomaliza nikaona badala ya mimi kukaa mwenyewe ni bora nitafute nyumba nyingine mbili ili wakae wenyewe na mimi nikae mwenyewe. 

Ndo maana nikahama huko mbezi beach. Sa sijui hao wanaosema nimetolewa vitu nje wanatoa wapi hayo maneno. Labda kama walipiga picha wakati nahama na kuamua kujitengenezea stori.

Jacqueline Wolper: Mmmh! Siwezi kujua na wala hainisadii, maana sio kweli. Mi sukuona sababu ya kulipa hizo hela kwa mwezi wakati naweza kukaa kwenye nyumba nzuri ya $800 au mia $900 kwa mwezi na nikawatafutia wadogo wangu nyumba nao wakae kwa gharama hiyo hiyo na kwa uhuru wao.

Internet sales tax bill faces tough sell in House

WASHINGTON (AP) — Traditional retailers and cash-strapped states face a tough sell in the House as they lobby Congress to limit tax-free shopping on the Internet.
The Senate voted 69 to 27 Monday to pass a bill that empowers states to collect sales taxes from Internet purchases. Under the bill, states could require out-of-state retailers to collect sales taxes when they sell products over the Internet, in catalogs, and through radio and TV ads. The sales taxes would be sent to the states where a shopper lives.
Current law says states can only require retailers to collect sales taxes if the merchant has a physical presence in the state.
That means big retailers with stores all over the country like Wal-Mart, Best Buy and Target collect sales taxes when they sell goods over the Internet. But online retailers like eBay and Amazon don't have to collect sales taxes, except in states where they have offices or distribution centers.
"This bill is about fairness," said Sen. Mike Enzi, R-Wyo., the bill's main sponsor in the Senate. "It's about leveling the playing field between the brick and mortar and online companies and it's about collecting a tax that's already due. It's not about raising taxes."
The bill got bipartisan support in the Senate but faces opposition in the House, where some lawmakers regard it as a tax increase. Grover Norquist, the anti-tax advocate, and the conservative Heritage Foundation oppose the bill, and many Republicans have been wary of crossing them.
Supporters say the bill is not a tax increase. In many states, shoppers are required to pay unpaid sales tax when they file their state tax returns. However, states complain that few taxpayers comply.
"Obviously there's a lot of consumers out there that have been accustomed to not having to pay any taxes, believing that they don't have to pay any taxes," said Rep. Steve Womack, R-Ark., the bill's main sponsor in the House. "I totally understand that, and I think a lot of our members understand that. There's a lot of political difficulty getting through the fog of it looking like a tax increase."
House Speaker John Boehner, R-Ohio, has not commented publicly about the bill, giving supporters hope that he could be won over. Rep. Bob Goodlatte, R-Va., chairman of the House Judiciary Committee, which would have jurisdiction over the bill, has cited problems with the legislation but not rejected it outright.
"While it attempts to make tax collection simpler, it still has a long way to go," Goodlatte said in a statement. Without more uniformity in the bill, he said, "businesses would still be forced to wade through potentially hundreds of tax rates and a host of different tax codes and definitions."
Goodlatte said he's "open to considering legislation concerning this topic but these issues, along with others, would certainly have to be addressed."
Internet giant eBay led the fight against the bill in the Senate, along with lawmakers from states with no sales tax and several prominent anti-tax groups. The bill's opponents say it would put an expensive obligation on small businesses because they are not as equipped as national merchandisers to collect and remit sales taxes at the multitude of state rates.
Businesses with less than $1 million in online sales would be exempt. EBay wants to exempt businesses with up to $10 million in sales or fewer than 50 employees.
"The contentious debate in the Senate shows that a lot more work needs to be done to get the Internet sales tax issue right, including ensuring that small businesses using the Internet are protected from new burdens that harm their ability to compete and grow," said Brian Bieron, eBay's senior director of global public policy.
Some states have sales taxes as high as 7 percent, plus city and county taxes that can push the combined rate even higher.
Many governors — Republicans and Democrats — have been lobbying the federal government for years for the authority to collect sales taxes from online sales.
The issue is getting bigger for states as more people make purchases online. Last year, Internet sales in the U.S. totaled $226 billion, up nearly 16 percent from the previous year, according to government estimates.
States lost a total of $23 billion last year because they couldn't collect taxes on out-of-state sales, according to a study done for the National Conference of State Legislatures, which has lobbied for the bill. About half of that was lost from Internet sales; half from purchases made through catalogs, mail orders and telephone orders, the study said.
Supporters say the bill makes it relatively easy for Internet retailers to comply. States must provide free computer software to help retailers calculate sales taxes, based on where shoppers live. States must also establish a single entity to receive Internet sales tax revenue, so retailers don't have to send it to individual counties or cities.
Opponents worry the bill would give states too much power to reach across state lines to enforce their tax laws. States could audit out-of-state businesses, impose liens on their property and, ultimately, sue them in state court.
